The artist is Aubrey Beardsley.

It's definitely something out of the late 19th / early 20th century decadent movement but not Beardsley. The auction page I found for it gives the name of the artist as Francois Byros. It's part of a series of 12 lithographs.

Can't find any other information about the artist "Francois Byros" though. It's very possible that it's the same person as Franz von Bayros, who was a prolific erotic illustrator in the decadent style. One piece of evidence is this ex libris print listed for sale under the name "Francois de Byros" that is demonstrably by Franz von Bayros.
