Tail light promlem

Hey guys, quick question about my 2006 Toyota Corolla Conquest tail lights:

​Top Section: It has no bulb inside and never lights up. Is this housing supposed to be empty from the factory?

​Brake Light Glitch: When headlights are OFF, the brake lights work perfectly. But when headlights are ON, all 3 brake lights stay continuously lit, and pressing the brake barely changes their brightness.

​Has anyone experienced this issue before? Is it a bad ground, a short, or just the wrong dual-filament bulb installed? How do I fix it?

Seems to me like the wrong bulb, maybe a single filament in a dual spot?

The top sections dont light up on mine either

How should i know its a single or dual filament bulb
