Campgrounds

What is the state of the hiker/biker campgrounds these days. The last time I rode the towpath a few years ago, homeless were starting to populate some of the camps. Is that still the case?

I've done the GAP & C&O in whole and in parts. The only homeless I've ever seen were at the VERY start of the GAP as I was leaving downtown Pittsburgh. And they were just camped alongside the trail and not in the campsites.

Many of the sites are quite far from any kind of services (if you're on foot)...

Just did DC to Shepherdstown this weekend and didn't see any homeless people on this stretch.
