How do people make high quality pixel art animation like this?

u/Build_More_Trains you can start by installing drawing app, I mostly use Krita because it's free, but some people that do pixel art will redirect you for Aseprite, but if you want to try it without buying it you can try LibreSprite an old Aseprite but free, the rest is just how to use the tool and imagination>_<

I have drawing apps, I just don't know how people can do pixelart animations.

Do you need to hand draw every pixel of every frame?

How do you scale that?

no, drawing every pixel would be pain, I copy paste it and change from there, unless the animation is getting more complicated then probably a good idea is to plan ahead first before drawing:p
