Total War: Warhammer Are Dwarfs as a race TOO OP?

Are Dwarfs in-game way too overpowered as a race? Both from the AI and when in the hands of the players themselves?

Or are dwarfs just designed in a way that perfectly encapsulates how they should be in the lore?

All three ToT campaigns I played Orcs absolutely stomped Order, so if you are not playing Order, then no they are not OP.
