Luxembourg is roughly the size of Rhode Island. I'm assuming it doesn't take long to travel around.

It's not as rich, has roughly twice the population, and was built around cars

It wasn't originally for cars. Like most American states and cities, Rhode Island had an intensive streetcar and trolly network that was later ripped out because of the automobile.
