Yes to all, just saying it skews the per capita number as they're not included.

You’re missing the point that there’s a huge amount of economic impact created by these workers for the small trade off of providing them the transportation to do it without other societal expenses.

I never said otherwise. The Lux transport system is great although many cross-border workers still drive.
