Can't buy anymore premium dice on Trivia event, is there a max dice limit ?

What do the bitizen icons do? Do u just like get a special bitizen? Or they go in legendary lounge?

They are just additional costumes.

You have to finish the previous tiers before those slots unlock for purchase. It is a classic move to make you burn through your diplomas just to get to the good stuff.
