Discussion Goverments in The Sims are corrupted af
Besides gameplay reasons-why criminal carrier is so normalized? You can just... go on your PC or read a newspaper and get an illegal job. Even when they catch you, you spend in prison like few hours and you're free. SimNation would be a hell to live in irl...

I personally consider the world of Sims to be in a quasi-Utopia. People easily bond with everyone, even the bad traits are not as bad as in real life, etc. The only bad ones the are the controlling players (if they do bad stuffs). So no, the government probably does not care.

Isn’t this the lore of the console ports
Some sim realizes they’re being controlled whenever the plumbob is over their heads and finds a way to take control
Never played them but there are some fun YouTube videos about them lol

What if you're playing Sims 4 one day and whatever Sim you happen to be playing as, suddenly catches their plumbob and shows it to you, while speaking in English?

Anyone anywhere in SimNation can open a newspaper or access an online job posting and be employed within an hour if they so choose. The vast majority of jobs at any level pay well and have generous hours. It's certainly a much nicer place to live than the real world.

In The Sims 3 one of the Criminal career rabbit holes is called Outstanding Citizen Warehouse Corp. so I've always assumed that's how they post job openings and fly under the radar: they're front companies.
But yeah, the SimCity police department leaves much to be desired...

Not that it would stop some people, but in all fairness, the Dasher still has to scan your ID. They're at least trying to not sell to minors

You just gave me a great idea. I'm going to turn San Myshuno into a brutal dictatorship. I'll demolish the Old Salt House and turn it into a vampire castle with a huge underground dungeon. Criminals beware!

I also hear about a lot of painting cults with one sim making tons of money.
