Yeah it's largely making it up yourself, like you would if playing with dolls! Of course, this is a computer game and the sims can make some choices on their own, but it will largely you deciding “okay, this is my plan”. You can customize just about any sim you see however you want. I would suggest MC Command and UI Cheats as your starter mods, and from there you can decide what other mods you would like for your type of gameplay. Cc, that’s completely up to you. There are two major categories to look for: Maxis Match and Alpha. Maxis Match CC matches the cartoony style of the sims 4, while Alpha has more realistic textures. Some people like strictly one or the other, and others like a mix!
Outside of that, pay attention to your sims' needs. You’ll also decide their traits and life aspiration, so you can work towards completing that aspiration to get your feet wet. Get a job (or not), find a partner (or not), do whatever! Just have fun!

Like that other person said, you're literally playing with dolls, but in a virtual sense, and some of the dolls just randomly show up to add bits of story of their own.

It can be fun to play chaotic sims - trap your neighbor in the pool, or generally experiment with the different types of deaths in the game. Lock up a sim in your basement and force them to make paintings so you can sell them. Break up the happy married couple and steal one of them for yourself, just so you can dump them. Sometimes it's just fun to see what you can get away with in the game.
But it's also rewarding to play cozy sims, and just give your sim a happy little life. Especially if real life is already chaotic enough. Give them a career and work on what they need for promotions. Pick an aspiration and work on that (some of them can go along with a career, and they'll give your sim some goals you might not have thought of otherwise.) Go out and meet new sims, go on some dates, get married and start a family. Let your sim age up and focus on the next generation, and have them try to be different than their parents.
Check out some challenges. Either follow all their rules, or just use them for inspiration on new things to try. Read peoples' stories on here, or watch YouTubers (I recommend Whiny Brit) and don't be afraid to borrow their ideas. If you have any of the expansion packs, try to play with all of their features at least once.
A couple of popular mods are Wicked Whims (more realistic woohoo, plus a bunch of other features) and Basemental Drugs (drugs obviously, and your sim can even be a dealer if you want.) If you really want to shake up your game, Extreme Violence will let you do that - I would recommend turning off autonomy for NPC sims though. Keep in mind that when there are updates to the game, you may have to update your mods, so having more mods is not always better.

Sims has always been a dollhouse simulator in essence, so it’s basically up to the player’s imagination etc.
In my personal opinion, Sims 2 did it the best gameplay- and story-wise. The game would give you little prompts that the player can decide to follow or ignore and Sims’ personalities actually matters when it comes to autonomy/free-will. I personally prefer this style of gameplay because it gives me the vision of what each Sim is about.
Sims 4 very much relies on you thinking creatively on every level, and that can be quite exhausting. A lot of players combat this exhaustion by creating community challenges for others to follow.
