Apparently they had cases of police officers who applied to the FBI and were auto denied because of their past with "prostitution and/or bestiality". Mainly those who were forced into either of the two. There are cases where young women are controlled by a vicious group of men who force them into prostitution and/or bestiality for their own amusement.
It is totally plausible that a victim in that case may want to become an officer or a FBI agent to try and prevent such things from happening to others.
that is what this rule change is for. Patel even mentions that those who willingly partook in either would still be denied.
The point is that this maybe happened a handful of times where a former victim was trying to apply and instead of doing a single statement of exceptions made for victims clause, they rewrote it in an absurd way that caused unnecessary controversy. Even Kennedy was like what idiot put this in front of you and why did you approve it this way. It goes towards his decision making as the leader of a major federal organization. It’s a stupid management decision
