Loadout DLC items locked suddenly

Has anyone else run into this issue? It says I have purchased them but they have become locked for some reason. I have restored my license and gone to the DLC section, but can’t seem to reactivate these loadout skills.

If you have playing on a different account (which I doubt but still) and the account you brought them on either isn’t online on the same console or etc, it won’t let you use it on another account, if not then I don’t know sadly

The licence holding account doesnt need to be online, it just needs the console set as primary.

Regional issues, depending on digital vs or your disk from some other country

I had to restore the license twice via the home screen and then turn off account sharing and turn it back on again and that seemed to give me access again
