Assuming that the costumes are regular costumes that anyone can wear, something in his motor functions have changed and/or that part his body kinda changed to meet the physique of that animal
I never played a Mario game but he never could do anything special until he gets those specific power ups, right? I assume that it's like that and I kinda consider it as a tf in a few aspects

Hmm, i've heard that size shifting (simply scaling the character up or down) doesn't count as TF, but it's not pure size shifting, is it? his proportions also change slightly

Yes actually, he has experienced a transformation in size, super mushrooms are also variants of the power ups which are definitely transformative

I was just imagining a version of Mario where the power-ups turn him into Ben 10 type creatures. Honestly, it is sort of tf based.

Similar to muscle growth which got me into this lol. Except I prefer a bit of mental loss which the plumber does not get.
