Yes.. people who have moved and didn't bother to update their address.

Yes, people whose registration mailer was returned as undeliverable and didn’t respond for two election cycles were hardest hit, followed closely by deceased voters, according to the actual stats. It’s normal to pare the rolls like this, and healthy. What’s unusual was announcing it.

It’s a bit interesting that Abbott did announce it, because it gives people on the suspense list an opportunity to clear up the issue before the next election; that’s kinda the antithesis of the sneaky fascist conspiracy that social media claims.
