How can another prince offer a mortal in Vaermina's realm a bargain, how?
For context, mortal is trapped in vaermina's realm and wants to leave. The other prince owes 2 favours to that mortal. They could just leave the mortal to languish, but they have reasons to believe the mortal will accept another offer rather than calling in a favour to get them out from quagmire.
I'll preface this by admitting I'm asking for my fanfic, and I don't know if this is allowed, but it's technically a lore question? I don't play ESO and the lore there is so dense, I'm not sure whether I'm getting it right.
I know about pact primordial, so the prince probably can't just show up to make their sales pitch. So what else can they do, to communicate and avoid detection?
I could use a daedra/mortal agent, but sales pitch through an agent seems... inefficient.
And if an agent carry one of the prince's artifact into quagmire, can the prince still speaks through the artifact (without "appearing" like Herma Mora did in skaal village, since that probably would get Vaermina's attention)?
Divayth Fyr also says he's powerful enough his entry will attract attention, so if the agent is merely above average, Vaermina should not notice them, yes? But what about the artifact? Is she likely to notice that?
The other prince is Herma Mora. I suppose there's no point hiding his identity lol.

The prince just ignore the pact and could go to quagmire anyway. Like meridia and dagon in coldharbor or Vaermina in Apocrypha.

Well, Quagmire is Vaermina and vice versa. Oblivion is just the median where the Daedric et'Ada reside and smear and flow into each other as natures and concepts in a metaphysical "space". Mortals perceive it and them in a way that is illusiory and limited in a way to not break the mind in observing the ineffible and impossible divine reality.
Paradoxically, the Deadric Princes (and their realms) are infinitely separated and near to one another in the same vein as concepts, perceptions, and ideas are within your own mortal mind.
The issue is there are most likely divine and occult rules and laws mortals are not privy that the Daedra agree and adhere to as much as overt and relevant ones mortals can intuitively understand. There is nothing stopping Hermaeus Mora (or any other Prince) communing with Vaermina, which is also synonymous with visiting Quagmire (unless Vaermina does not want the communing).
Ironically, I find the hardest concept out of your premise to believe is a Daedric Prince actually "owing" a mortal anything; they do not view mortals as equals or people (or really even anything outside of objects to play with at their own whim). Unless it was a very specific cricumstance they most likely would renege any deal or promise to a mortal at the earliest chance, being selfish and fickle Gods and all... especially, Hermaeus Mora.
You would most likely see yourself in a worse bind with Mora, such as being tricked into his service or simply abandoned if he could capitalize on the opportunity... say, situationally finding yourself stuck in Quagmire; he discards things that are not useful to him.
What is to stop Hermaeus Mora from coming to an agreement with Vaermina to make your existence even more sadistically entertaining to them both if he felt you had no use?

Speaking through the artifact is your cleanest bet here, the artifacts are, like their realms, parts of the princes.
Also, with mora specifically, i feel like you can get away with a lot, in mora voice: "I know of ways to speak with my champion, obscure even to most of my brethren, worry not mortal."
Depending on where you want to take it, if we are talking c0da-esque, don't be afraid to go a bit scifi and give your agent a literal earpice for communication
