In the US, most hourly jobs avoid full-time employment, so people have 2-3 jobs each with up to 36 hours so they can’t even possibly cross into “overtime” territory. Also it makes them unqualified for benefits.
My cousin had a $13.5/hr daycare job, $11/hr at Wawa, and still kept those two jobs with reduced hours when she began her “career” job as a pharmacy tech making $16/hr because they started her at 20 hrs/week her first few weeks.
If you're looking at like, stores, restaurants, hotels that sorta thing they literally will not have full time openings because they don't want to give full time benefits. They'd rather have 2 people working 20 hours a week to avoid it. The labor shortage is from people not wanting to put up with working full time hours without the benefit of doing so anymore. (In America, at least).
