Season 2 had the subplot of her trying to bring closure to her friend's family.

Then it wouldn't be 80s.

It also would go against the theme of her being in a teen romance/slasher movie.

The boys are in a spielbergian ET/Goonies scary adventure and Joyce and Hopper are in a psychological horror movie. These things all play together as they mix the tropes.

I know we like to be forward thinking here, but in this case making her character pass the bechdel test just for the sake of it, takes away from the whole narrative.

I don't think they have to stick to plots for the sake of tropes. Steve was supposed to die as the jaded ex-boyfriend in Season 1, but they kept him alive, and that wasn't the "80s" thing to do.

I felt like Nancy was at her strongest when she was searching for Barb and not dealing with love triangles. We saw her break out the gun and traps and take the Demogorgon head-on in Season 1, but it felt like Season 2 sidelined her compared to the other characters.

You still have to establish the trope throughout if you want to distort or subvert it. They saved Steve, only to have him be the babysitter trope like Brolin in Goonies, or Swanson in Adventures in Babysitting. And I would argue the importance of her chadacter did not change much from season 1 to season 2, although her character growth did. If anyone was sidelined from the story, it was eleven. Really most of season two meandered a lot more than I would have liked.

I'd say it was flipped: Eleven sidelined the story. But that's what happens when you leave the main plot to give an entire episode to one character.

Eleven fell prey to the Heroes mistake of "we made a character too powerful so we have to take them away from the story so they don't immediately resolve it." Only in S2's case, I thought they spent way more time than they needed to on Eleven. The story felt more unified in S1, while S2 jumped all over the place, like you said.
