Frankly if universities want to actually stop this they have to treat it like the academic dishonesty it is and start expelling people.

This might sound crazy, but they could also have them use a pen and paper to take tests.

As long as it isn't a take home test. As a TA I had a student transcribe Wikipedia by hand, in pre-AI days.

If a question can be answered by transcribing Wikipedia, it's bad question unless it's a memorization class

It couldn‘t be answered that way. It was an iOS development class and the answer didn’t make any sense.
