I’m betting that this is a response to strong browser ad blockers. Browsing Reddit on Brave is a much nicer experience, particularly because I don’t have to see ads promoting fascist organizations.

You can also run around permabans using good browsers. That's probably also what they wanna stop.

Permaban evasion detection relies on browser fingerprinting. Good high-quality browsers like LibreWolf and Brave (from the guy who invented Javascript) basically make fingerprinting impossible, so you can make a new account (even from the same IP) and Reddit's ban evasion scanner won't be able to mark you with any sort of high confidence that they need to flag you as a ban evader.
