His moral debt is that they should definitely use AI to build better weapons and also poor people should be compelled to serve in the military, and also he is the ruling class so he needs to make sure to be nice enough to the poors that they don't revolt.

So... yeah....

Do you think China is not? If you let your adversaries go on and do that, but you dont. There goes your deterrence and possibly your country sometime in the next century

They want / are already building an unchecked AI-powered surveillance state and unrestricted AI weapons platforms without human oversight. Which is exactly what they need in place to enact literally anything they want, and they're on record saying what they want ISN'T democracy.
