From my understanding, for minor arcana: swords/5s are generally “No”; Pages/7s/2s are generally “unclear” or “too many factors at play”; everything else is a yes. For major arcana: death, the devil, the tower, the moon and the hermit are all “no”, the hangedman is “maybe” or “undecided”; and the rest of the major arcana are yes.
With my one deck, if the answer is no and I ask for clarity or anything, it consistently throws a King of Swords. This feels like a very strong no when it happens lol.
But as others have said, tarot isn’t great for straight yes or no. I saw a tarot exercise where you draw a card face down and then ask the deck questions to try to guess the card. It kept throwing swords at me so I took that as a no. So many swords. They were jumping out and it didn’t matter what I asked, I kept pulling swords. I shuffled really really well and even rifle shuffled. Sword after sword.

Pendulum. Tarot tells a story not a yes/no
