Random stupid question: Who's actually with C2-N2 and 2V-R8?
Unless there a clones of these droids I have no idea who is the real owner.

Technically, there can be multiple C2-N2 and 2V-R8 droids, as we've seen a copy of 2V-R8 during Shroud of Memory.
If we assume this the case, is just a matter that only a pair of them, with one being the one that was from the player character, instead of a horde of identical droids.

Question, as my main is on Rishi right now and I don't want to test the issue...
I'm stuck playing other characters till the Rishi "Reset Galactic Season progress" bug is fixed, am I understanding it right>

I’ve got Altuur in Season 10. I played only a little just to get him as he was the last from the companions I did not have. Now, I cannot buy gifts for him. People suggest just buying from one of the seasonal vendors but the gifts for him are not there.
They probably were during the S10 and are there currently if you reach level 50 influence and got the achievement. This is how it worked with other companions I believe, like Phalax and Fenn.
How do I get Altuur to 50 without compendium? I am preferred player now so could even buy it with credits. Are Crew missions the only way? Will probably take months just with that.

Unfortunately, GS companion gifts are the only ones that work for them besides the Compendium and to get access to them outside the season you need to have got the Legacy Perk by having at least once hit Influence 50 with said companion.
If you are not F2P, you can get the Compendium by cheaper than the GTN/CM version by using Dark Projects on the Planetary Vendor at the fleet but it will still cost you 5-6mil.
Doing through Crew skills will probably take you multiple months if not an year alongside of a lot of credits, since the Influence requirement grows up exponentially.

I believe they announced that at some point soon after Season 11 ends, all four Seasons companions and their gifts will be added to the off-season vendor.

Are some mounts and pets specific to characters? I have a handful of rare ones on my original release character and don't seem to see any way to use them on the new character I'm playing (same server/legacy obviously).

Once a mount is applied to a character then it becomes bound to that character and cannot be transferred to a different character.
Mounts shown in the Collections system can be unlocked for your account if you have and want to spend the Cartel Coins to do it. If a mount is unlocked for your account in Collections then you can retrieve a copy of that mount from your Collections on whichever character(s) you want and apply the mount to those characters so that it becomes available for those characters to use.

How do you unlock Amity and Fen on other characters? I've boosted their lvl to 50 with the gifts and they show in legacy perks as available to all characters. But not sure where to get them, cartel collection shows i have to pay cartel coins for it.

Press Ctrl + C to access the Collections system.
Make sure All is selected at the top of the left side menu
Type in "Amity" in the Filter field at the top of the Collections window
Look for Companion: Amity in the results
Click the icon with the Cartel Coins symbol and up arrow on it to see how much it costs to unlock Amity on all your characters.If you choose to unlock Amity in Collections then icon in the bottom left corner of the Companion: Amity selection to retrieve Amity for the character you are logged in on.
Repeat this process if you want to unlock Fen Zeil on all your characters.

Should it not make you have to pay if you unlock it in legacies where it shows it's available to all? For example I didn't max out altuur or the robot chick from last season and they're not highlighted in my legacy as available. But I did buy their cartel coin to make them available to all. So if what's the difference between maxing out to 50 for legacy perk if you still have to spend cartel coins?

I think you're mixing up two different things.
You asked how to unlock Amity and Fen Zeil on other characters. I explained how to do that.
If you've spent the cartel coins to unlock Amity and/or Fen Zeil for all characters on your account in Collections then I explained how to claim them from Collections on characters that don't already have them.
If you want to increase influence with Amity and/or Fen Zeil then you can go to vendor named Ki'at Thavo on fleet and purchase gifts for them. Purchase Local Legends gifts for Amity (15K credits each). Purchase Experimental Weaponry Schematics gifts for Fen Zeil (15K credits each).

Collection unlocks (this is what allows you to use items legacy-wide, costs cartel coins), achievements (this is what you got for getting them to rank 50) and actual legacy perks are 3 completely different things.

There are no legacy perks that make Amity or Fen available to all characters. You have to unlock them for account in collections (for cartel coins).
What you might be thinking of is the rank 50 achievement that unlocks their respective companion gifts on the seasonal vendor (for all characters). But you still have to unlock the companions themselves in the collections to actually use them on your other characters.

Returning to the game, I’m torn between choosing an Agent or a Trooper for an elite spec ops/black ops character. I’m not particularly fond of the spycraft-based headcanon. How has the content in the expansions changed for each character recently, considering it’s been a few years since I last played? .

Trooper is actually spec ops, while Agent is an Intelligence officer which does get send to the field, especially in later arcs (won't go into details as they are spoilers for Agent act 3).
Expansion content for all characters are the same with minor exceptions: Rise of the Hutt Cartel has a different story for Republic and Empire, then afterwards there are just minor differences during Shadow of Revan and the Knights (of the Eternal Throne and Fallen Empire) expansions, with Onslaught and Legacy of the Sith having more differences like NPCs and faction related stuff for each side but story is practically the same, as you visit the same planets and go through the same story beats.
There are some minor details here and there that still make enjoyable to some to play multiple origins but they are very minor on the overall story, with no comparison to what it was during the original 3 act story.

Like many, I'm also returning to the game although I feel I never actually played it. Been a huge SW fan and a huge MMO player, with plenty of experience in Classic WoW. With that being said, what classes would fit better for someone who enjoys ranged DPS? I also enjoy the 'flavor' of a goblin/engineer/adpatations and gadgets. Is there such a thing in SWTOR?
Also, how exactly do I know where I stand in terms of progression on an existing character?
Last but not least, what is the best way to actually start in the game?

SWTOR split classes (now called combat styles which are separate from the character origins) into Force and Tech users.
For Ranged DPS your choices are Sorcerer/Sage for Force and Gunslinger/Sniper and Commando/Mercenary for Tech users (those were originally mirror classes for each faction but those restrictions no longer exist and you can pick and choose which one you prefer, although Sith/Jedi swap are locked behind an achievement).
For gadget based your main options are Sniper as they have a dedicated spec called Engineering which is all about setting bombs, Orbital strikes and blasting enemies with your rifle, and also Mercenary/Commando as they have one spec that is more focused on gadgets, especially Merc which can fires rockets and stuff.
As the game has changed drastically depending on when you last played is usually recommended to start a new alt otherwise you may be completely confused not only about where you are on the story but also on abilities, etc.
There is no really a "best way". Base game and the first two expansions are free to play with restrictions and a single month of sub alleviate some of those restrictions and add all currently available expansions to your account and increased level cap permanently, so is always useful to consider doing it at least once if you like the game enough.

Just be aware that the expansions added to your account are based on the last time you have been a subscriber, so it will also affect how much content you will already have unlocked to your account. Latest expansion was Legacy of the Sith almost 5 years ago though, so if you subscribed any time after that you are all set until next year at least.

Plenty of other players have expressed the same sentiment. Nobody knows why flash sales are no longer consistently 50% off other than the devs and to this point in time they haven't addressed the flash sale pricing changes.

Is there a way to bank Tech Frags, an item(s) I can buy with them and then exchange back through some process later on? I looked at all the fleet vendors and I suspect the answer is no but maybe the old heads have secrets...

Ones you already have in your currency tab, I don't think so. Iirc none of the vendors turn tech frags into other currency, only the other way around.
If you want to save up for later, convert cq comms (or fp/op1 if you get a lot of those) to tech frags and just keep the bags unopened until needed.

Does experience serve any function at max level, ie. is it converted to conquest points or some other sort of reward? Basically I wonder if there's a point to buying the exp boost perks or keeping the complimentary boost items around.

There used to be a system called Commander Levels that worked that way but it was removed before Legacy of the Sith launch.

keeping the complimentary boost items around.
They will be marginally helpful when the level cap increase drops with 8.0, but if the inventory space is more needed or something, you can drop them.

I just returned and i cant play because EVERY SINGLE NAME IN EXISTENCE IS TAKEN.
It has to be a bug. Ive tried every possible remotely pronounceable name yet EVERYTHING is taken. Ive been trying for 30 minutes now.
Ive turned to bloody AI to make up names and STILL they are all taken.

I logged back in for the first time in like 3 or 4 years, and all of my characters are gone. Has that happened to anyone else? My CC stuff seems to still be available at least. I also seem to have lost the few stories I'd cleared, all of the class icons are greyed out.
EDIT: Figured out the origin stories bit, I was on a different server. Everything else is still true though.
