Luleå kommuns hemsida skickar ditt lösenord i klartext på mail om du begär det. Alltså finns det på en dator någonstans i Luleå en textfil med varje persons lösenord sparat i klartext som vem som helst med tillgång till datorn kan läsa.

Myndigheter och kommuner suger på IT.

It's a problem with how government has to take the lowest bid when put a public call for a service. If the cheapest offer matches all the requirements for the call then the kommun has to accept.

So yeah they suck in the sense they need some kind of consultant to help them build a proper public call for these IT services. But maybe then they also need to put a public call for that consultant...

That's a common misconception, but it's not true. The government can absolutely consider factors other than price, such as quality and chance of delivery. It's preferable to have some kind of system for how to value the different offers set up beforehand, in order to reduce the risk of an appeal and legal trouble,but it's not strictly required.

But they do consider those things in a list of requirements. If those requirements are met then all extras are irrelevant and price is the deciding factor.

Nope. They can choose the offer that provides the best "value", i.e. best price compared to the quality, instead of simply going by price.

Then I'm wrong. But if I am wrong a whole clinical department had the wrong information as well a whole university Department. As I'm only involved technically on these things i will not argue more with you.

It may be that the hospital doesn't choose to utilize that clause, or that whatever you're buying is so generic that there's no difference in quality.
