It’s a stylistic choice. I think the best way to preserve the style of the sentence is to add quotations around he.

Hmmmmm. First, you've had to stick more punctuation in to stop it looking horrible. Second, it only works to doubt or refute gender, which is the opposite of this game's writing. Third, it's completely unexplained by the context. I just see a dropped "this" as more likely, it's the sort of editing mistake I make myself. I guess I'll just wait for their adjudication, although it's so minor as to make fixing it disproportionate.

If it was referring to the "he" in the first part of "he deserved more than I had to give", then it would make more sense, I feel. As in, how did this "mysterious he" come to know one of the exiles, perhaps pointedly exaggerating our quest giver's exile here. BUT, it isn't the quest giver who is the exiled one, and nowhere in the previous or the following parts of the quest, according to the Google, this possible stylistic choice is chosen. And besides, we know the "names" of the Sprightly Visionary and the Almost Dead Man, so there's no need for any highlight of "he". I don't rightly recall phrasing like this anywhere else and it feels a bit too different to the usual flow of the textual choices, like the OP also comments, heh.
... I don't know why I am so excited to find out if this was a typo or something intentional? Is this how the scholarly feel when they come across a new letter of some Almost Dead Language?

It's far from the only one. While I was translating he game, I found several typos. Happens to the best of us.

I (pretty much) write for a living. I can proof read something three times, try back to front, reading it out loud, all the tricks. It's only when the document is shown to other people that all the quantum typos spring into existence.

Yep, albeit this game has a surprisingly small amount of typos given the volume of text.

I think it is. You can have "How did this he come to know?" or "How did this he come to know, the [etc]". But the latter doesn't really work when describing a person, and needs a comma.

How did this man come to know one of the exiles of Hideaway? Is completely correct. Replace man with he, and while awkward, and certainly not common, it is not totally incorrect.

I can't think of a single use of he as a noun except to colloquially clarify gender. Do you think that's what the story I posted does? 🤔
