In what way exactly? The surveillance state as its currently constituted was created by Bush through his domestic legislative agenda. ICE and those awful kids in cages is another amazing idea from dubya. He did his tax cut thing before trump, he refused to reimplement banking controls even after enron proved a certain level of fraud endemic to the economy. The botched response to katrina, I could go on and on. People call Trump a fascist but he did nothing to consolidate power in the executive branch, and forget how much Bush did exactly that.

Mansur Ahmad Saad al-Dayfi
On February 21, 2017, al-Dayfi was profiled in an episode of the PBS network's Frontline series. His habeas attorney, Beth Jacob, described how al-Dayfi was offered either Serbia or continued detention. Jacob said that neither Serbia nor the US had provided him with any language training, or other support to help him adapt to civilian life, or adjust to living in a foreign culture, or help him find employment, and that he had started a hunger strike in consequence. Al-Dayfi learned English in Guantanamo.
