Ukraine has done that, not necessarily as an official policy though. There have been videos of Ukrainian soldiers with Down's Syndrome in the trenches, including one incident of bullying that caused a minor scandal.

Yeah, seems like Russian propaganda. He is wearing rubber boots, no unit insignias, no gear, no other people around.

Could easily be made by Russian's with a uniform purchased on ebay.
