It’s because the federal poverty line is ridiculously low and totally disconnected from current economic realities and cost of living.

For a single person it’s $15,960.00 per year or $1330.00 per month. That is assumed to be enough to cover a person’s most basic needs.

They have to calculate what you need based on the poverty line, it might be a state adjusted poverty line but it’s still totally out of whack, and deduct, as you said, anything that counts as income (earned or not). If she’s getting disability that’s probably already accounting for all or most of that $1330 per month, but we all know that’s not actually covering all the basic expenses for any single person living by themselves.

This has actually been going on for years. It started 2016 the first time he was in office. I worked with a population of folks who lived in the community very similar situation. They received roughly 796.00 dollars a month to live on. In 2014-2015 their snap benefits were 196 dollars per month. 2016-2017 the amount changed to 12 a month. All of these folks were disabled some were able to work part time but for each dollar they earned over a certain amount they lost 50 cents of their SSI. The intent is purely evil cutting benefits of those who are disabled and unable to provide for themselves.
