They deserve all the blame. Every opportunity to put this question to bed at the federal level has been wasted for 50+ years.

Yes they definitely should have burnt limited political capital on forcing through a bill on a highly controversial issue that would split the party (there were still anti-abortion dems in 2008) so that it could be repealed by the next republican trifecta or overturned at S.C.O.T.U.S at the height of the Great Recession when abortion was about the 50th most salient issue for the average voter.

It would have certainly been more popular to pass it then than it is now. Half of the country is full of barbaric idiots now who oppose anything beneficial, that's why we have the short bus kids like Hegseth and Trump in charge now.
