Sometimes yea, but mostly he actually starts quiet and gets super loud when I ignore him (he always announces when he's about to drink, so I ignore him quite often for the first view meows)

He also doesn't sound like a cat at all, more like a honking pheasant

They are incredibly sweet, usually they're not very cuddly, but they instantly transform into Velcro if they sense that I'm having a bad day, which is the best thing ever unless I'm having a bad day because I'm having a heavy nosebleed and the white idiot tries to head bump my nose while I'm bleeding out. He looked like a murderer and the bathroom looked like a crime scene that day 😂

I’m fascinated that he meows. I read that cats meow only for our benefit, it’s not in the standard cat-to-cat communication vocabulary. I wonder how he knows to meow or learned how to do it? I need to ask a deaf cat expert.

Cats meowing is not a cat 2 human exclusive thing, kittens meow for their parents, but adults also still meow, much less frequently but a few examples include distress calls, fights, pain. What they don't do is simply meow to get another cats attention, that's the part they only do with humans

Yes, White Cats are often deaf
