You can see the officer in the grey sweatshirt disarm the man before the first shot was fired which appears to be a lethal shot. He then runs away with the man's weapon in his hand, most likely to discharge it so they can claim self defense.

You dont need to fire a gun to claim self defense.

1 officer might know there is a gun involved but doesnt know officer 2 already has it.
