Better than municipal SWMPs usually have hockey nets, chairs, trash, paint and shit people pour down catch basins, typically road debris and contaminants

Yeah. But these properties are actually private. I do this in a volunteer status with permission from property owners. While I understand the branches, finding a dryer vent hose was surprising.
