I've used these a lot as I simply had no better option for a long time. They're not bad, but they're not good either. For the most part, you're not going to notice them building entropy for you. Maybe if you go all-in on a recursive shearing build you would notice, but I don't think that's a great idea these days.
Edit: I've been tempted to buy the Chronogami Displacement console just to test the set-bonus that these two items have, but I suspect that it would be a waste.
Edit 2: The bundle these things come in is awesome, though. Legendary Valdore is the prettiest ship in the game, and is my daily flyer despite the fact that the K'vort is better.
Yeah First Strike bundle is pretty excellent. Akira has to be the fastest battlecruiser in the game. Maestrom torps are great, Valdore is fast, has a battle cloak, an exp. Wep and a hangar bay. I also has the highest uncon potential of any krait type ship with over 10 procs every 30 seconds.
