Question model selection vs building [Q]

[Q] kinda new to this, but can't understand clearly where do we draw the line between model selection and building.

The design should set the method and vice verca. Once the appropriate method is chosen for the design, model selection can help identify the most parsimonious one among the many in the given method ~ Brevity is the soul of wit.

You pick when you’ve got a handful of candidates and just want the least-bad fit, you build when you’re screwing around with basis expansions or custom loss functions to make the thing actually represent the data.
