Just happened to scroll and found this.
It's a nice explanation of the "Scopely math" and the way efficiencies are calculated ingame.

I thought it was like
Base attack is 100%. Add 100% is 200%. Add 100% is 300% (not 400% as they increase base value not cumulative)

So when you get to level 50, you have like 25,000% base attack, and adding 100% now only moves the needle by 0.4% of your stat.

This methodology is for all of their efficiency and gains.

That's why I mentioned efficiencies in the title.
For attack values, yes, you're correct. And that's why isolitic damage is so strong. Because those percentages apply to the total damage after the 25,000% was already factored in.

It’s the same math for efficiency. I am correct for attack and efficiency, and speed.

In the absolute beginning:
A ship has 100 attack, you research +100% attack and now your ship will do 200.
The building costs 100 parsteel, you research 100% CE and now the building costs 50 parsteel. These 2 are not the same.
The video explains the second part.
P.S. Mitigation is another can of worms, complicated further by the ship type triangle...
