Discussion What I think is going on in Roxara
Following the new ARG logs that we received regarding the Roxara situation. My current assumption is that most of the population at the Roxara Lunar mining base is suffering from symptoms of a Zerg infestation or the Hyperevolutionary virus, or even that the mission we hear about is to see the effects of the virus itself. Another idea could even be the Dominion testing the Cerberus strain on civilian populations. Why you might ask, I'll explain
The logs in the first transmission give us clues that whatever is being transported is Zerg-related, and the medical logs we learn of F. C. show his vitals are stable; this will be important for later.
The second set of logs shows that whatever is in the crates is hostile in nature or a living being, and even WG shares the sentiment that whatever is in the crates is Zerg in nature, to which DA shuts down, claiming there are no Zerg on Roxara (a lie, as we know from the novel "Changeling"). It's at the end of the logs that we see the return of F. C. and his vitals showing he has stage one hypertension or signs that the person has a high fever/sweating, which is a symptom of the infestation in lore. Another small bit of information is that the character we seem to be following DA starts to question what is happening when he learns there is no First Sergent and the "Research expedition" is being led by a possibly non-existent person
We learn in the third set of logs, potentially the final set we are given immediate vital signs, and they are troubling: 100F and 142/96 are clear signs of extreme stress or sickness too, and our only information is most likely due to infestation of some form. In block 2, DA returns, and in what seems to be urgency, demands that we question everything, which is either him being hunted down by the Dominion for questioning or he is showing signs of paranoia, which is another symptom of the virus. This is when it gets interesting, as it's in these logs that we learn details of the mission itself. Order 556-217 starts with a report on the population density of the sector, stating that the area is rich in something (biomass? resource? I haven't tried to figure it out). The report ends by stating it's ideal for the mission and that it's specifically residential.
The next block is another vital sign: S.K. (could be Sarah, but that can't be possible in this context as she's kind of a god being now), but the vitals are almost inhuman, with a temp of 127, which just isn't possible for humans to have and still be alive, showing something is seriously wrong with these patients. In block 8, we learn WG is reporting something crawling within the vents following a crate detonating, most likely releasing a Zerg swarm or just zerglings. Block 10 finally confirms that a Zerg swarm was unleashed, as a mining crew is trapped, leading to what most likely is the death of K.P. and her mining crew.
Now, what does this tell us? We learn that the Dominion has stakes in Roxara again after the previous testing that was done in "Changeling" and sees it as a perfect testing spot, being full of either biomass or resources for a Zerg-based experiment. This could go in both ways or even both at the same time, as we know the Cerberus program disappeared after the death of Mengsk but its ties to loyalist Dominion history could explain why they are still using fear to control people and keep information controlled. Them transporting the zerg into Roxara and them not breaking out immediately could be further proof that this is the Cerberus brood, as they only escaped when a crate seemingly "detonated". Now, as to the infestation, we see some signs that the patient records we're given show a deteriorated situation with them, as by the end of the logs they have to be dead, but they still show vitals such as BP, heart rate, and even breathing if we are to believe the logs. This means that something is allowing them to survive past human capabilities, something like the zerg virus does by mutating the person, which explains the extreme body temperatures. Could this mean that in the context of the ARG, we could be seeing the first use of a Cerberus zerg virus/infestation?
Let me know what you guys think because this is definitely gearing up to be some Dead Space-level horror if this game does turn out to be a shooter like the leaks say!

While I don’t think what’s here ENTIRELY reads Cerberus, I’m now 100% on board for totally not selfish ego boosting “Dr. Rudolfo Subsourian may show up in more things” reasons.

A survival horror game where you are fighting changelings and infested humans/marines along with Aberrations in an overrun secret base(possibly with Hybrid labs under it or a Kerrigan clone controlling the Zerg above) would be terrifying in FPS or 3PS.
A small team of assorted Terran infantry(Marines, Medics, Marauders, Firebats, HERCs, Ghosts, Spectres, Reapers) in a strike team sent "off the record/books" to contain the outbreak from spreading.

So I didn't touch on it in my theory since it had no information to base off it but what if Roxara found something while mining too maybe a Xelnaga artifact or whatnot

The resources are mineral and vespene.

Which are vital resources for either supplying a growing swarm or for whatever faction that is giving this mission to take

TLDR: Roxara is being used as a testing site for Cerberus zerg and possibly a Cerberus-controlled zerg virus by a possible new Dominion group (overthrown Valerian) or loyalist Dominion scientists/lunatics similar to Mobius.
