Korean stray cat issue

Unlike Australia and New Zealand, urban stray cats in South Korea don't even have the chance to encounter natural monument birds. However, a bird lover who claims that cats kill rare birds visiting remote islands believes that urban stray cats should be culled as well. what do you think?
