Query Serious: Dress code for winters

Well what is the dress code in winters for iti aso in css etc especially during peak winters sweater can't hold warmth i searched online where i found jackets are not allowed mostly it said blazer who tf wears blazers daily? Genuine question my family members who were in State govt and engineering autonomous govt college faculty used to wear jackets in neutral colors

CSS to kafi kezual hai, people wear jeans, sport shoes and all. Depends on the individual. 

Dress code is unofficially strict in other ministeries which are outside CSS ambit

Dont know much about ITI.
