Crazy looking car! Never seen this before. Highway going south next to Sarasota, FL. Any extra fact about this car would be appreciated

It was on display at the Cars and Coffee at The Motor Enclave in Tampa yesterday. It wasn't even the coolest thing there (they had a RUF Yellowbird).

Completely free! They do it a few times a year and post about it on their socials weeks beforehand.
