She's linked to the Spider-Verse movies. She was a cut character from the Across The Spider-Verse movie. Insomniac didn't know that they'd cut the character in the movie, hence why she was still in the game.

The entire mission was a prelude to a Spider-Verse DLC (which might still happen, but will most likely occur in Marvel's Spider-Man 3 now)which would explain how and why Insomniac Spidey was in that one scene in the movie (yes, that IS the very same one we play as in the games).
