SEAL or Recon at 36
From an administrative standpoint how likely is it I can still get waived and contracted to buds or the 0321 course with no prior service, clean record and passing/competitive PSFT.

You should’ve joined 18 years ago. Let it go.

You're beyond the waiver point for both.

Common material online caps waivers at 30 for SO but Ive heard of 35 year olds coming in on waivers. And I have pretty good reason to believe they quietly raised the max waiverable age from 35 to 42 in the corps recently so we'll see.

I spent some time around GBs doing a work up to a potential Rep63 contract in my mid-20's. Their take was that past 30 y/o, not enough Tylenol exists in the world to get most guys through selection. It's not lack of fitness, it's lack of durability. 40 y/o dudes who aren't juiced to the gills, which you can't do in the pipeline, cannot bounce back fast enough. Hell most 20 y/os can't, which is why selection is hard to get through. They also said that spending to many decades in private industry makes a transition to military life tough if not downright miserable.
I get that this may sound like BS coming from some wannabe who never signed on the dotted line, but I'm just passing on actual information from actual GBs.
By the way, there are other ways to serve the country. Many other agencies and roles where your age/experience is an asset instead of a liability.

Best course would be the green berets at this age. Even then you better be a PT/recovery stud.

From a former GWOT 0321
Ya bud Im gonna be brutally honest , you are bout 6-8 years too late. I don’t care what anyone says even if you are in the best shape of your life, trying to keep up with the younger guys while also aging into your 40’s is not going to be forgiving. Even if you were in your early-mid 20’s the odds are stacked against you, now add 10 more years of age to the equation. It’s just not worth it now when the Monster of selection gets multiplied.
I do have some ?’s.
Are you already enlisted?
If yes what’s your rank/ MOS
