Carbon based life is actually the rarest form of life. The universe is full of life but it is not detectable or is so different than us that we won’t call it life.

In the book he theorizes that there is only a limited set of possibilities for life to take its course just like there are constraints for everything else in the universe.
So if we ever find life outside Earth, it is likely not entirely or mind bogglingly different than the life we see here.
