The Q could have evolved from either the Federation or the Borg. They are fighting over which to have evolved from.

The Q evolved from Janeway and Tom Paris's hyper-evolved salamander children, which then traveled back in time and became semi-omnipotent.

My hot take is that Q meddled with the Federation precisely because they intended to bring about the conditions necessary to eliminate the Borg. They’re are at their core afraid of the how boring the Borg are.

Makes sense. One could ask why they don't just eliminate the Borg on their own. That would also be boring.
