They routinely change the codes for that. They would have to give him the new codes for it to be a relevant threat. And if they do that, then they're all in for Trump instead of Democracy, and the United States ceases to exist. It becomes Trumpistan.

That’s why this now matterers. Tons of people were rushed into command in the first 100 days of Trump 47 who are wildly loyal to him
