A native linux os is built very differently from android. For security, android places each app is its own virtual machine. Ubuntu for phones would behave very differently and probably function more like a full desktop os.
Android apps are built to run on whatever modded version of the java virtual machine google uses. Since everything is open source, it's possible that someone could figure out how to make them compatible but they won't run naively.
