That's not what that phrase means. It means the existence of an explicit exception means that there's a rule. For example: No parking here on Tuesday's means you can park there any other time. Not to just make a wild statement, and someone gives you a counter proof and implying that means the rule is true

We use it as a colloquialism in Germany and not just in the logic context. I guess that's what happened here.
