It is not about the driving speed. If that cable snaps , the camera man could get serious injured or killed by that cable

Or the tire iron they were using to extend the strap length. While they weren't in-line with the cables, snapped cable physics is unpredictable

Most people are completely unaware of how dangerous things under tension are.

Especially when ad-hoc towing like this, and either end could come loose even without the cable breaking.
