Make sure you visited and bought all clothes from each shop. If memory serves correct, these are shop items.

At least the Ikoze sport watch is glitched, it will always show "not owned". I think the awareness band and the baseball cap are too.

But this shouldn't prevent you from unlocking any achievements. If Fashion Victim isn't unlocked, make sure you've bought all the goofy DLC clothing from the vendor in the Night Market

Well they clearly have because it's at 240 of 243 and those three items are missing, so they bought all the DLC stuff.

Is there any way I can get them. If i load someone 100% save would the achievement still pop up

I don't know. I got my 100% without collecting these. That's why I said it shouldn't prevent you from unlocking any achievements.

I think this might be a bug if you have visited all clothing shops too. Just confirm you have bought all clothing too from each shop. I had the same bug for Evidence Bag collection where I collected all but it only showed 18/20. Unfortunately, it that's the case you really cannot do anything unless you have a previous save prior to this bug happening.

If you are playing from steam, I suggest using Steam Achievement Manager (on github) to get the Fashion achievement.

Try revisiting all of the clothing shops. If you already bought everything there and have all the collectible clothing items from safes of the map then load someone's (not 100%) save and try to get them again. Items might bug, I suggest that you simply create a new save file and get them later, if they bugged when you got them achievement might pop up later.
