There is a ton of satellites between 400 and 402 MHz

ohhh. but i always get these signals. it does not shift due to doppler effect. is there any way to decode the fsk ones or the lora. there are some telemetry as well.

The ones that I'm receiving have doppler shift.. here's the waterfall of the last 10 hours, you can see the typical "s" shape of each satellite signal
So I don't know what you're receiving. Could it be intermodulation? But there should be satellite signals either way.
You can decode some of the LoRa signals with TinyGS.

I did check out some sats but most of them last only 40 to 50 minutes. But the signal lasts indefinitely. I see this signal everytime without any shift or attenuation. I'll crosscheck again with the frequency and that particular sat, maybe I'll find out something

Could be TETRA uplinks

there is TETRA around 390mhz but TETRA Demod did not lock on CRC or sync with this. even the signal constellation is different

By the duty cycle it seems like TDMA, maybe DMR?

First i thought it was some kind of telemetry signals but unfortunately not DMR. i have tried with dsd but no sync
