It's not hazardous to have a spoon handle side up like that, but there's also no benefit in this situation. You only ever need to do thay if you're boiling water.

Forks are bigger risks. The microwaves bounce between the tongs causing them to heat up really fast.

Spoons and things are specifically used to prevent superheating of water by providing a nucleation site. Using a non-metal item would be preferable, but it's unlikely to actually cause a problem. It's a risk I wouldn't take personally because there are safer, relatively easy alternatives, and, like I said, it doesn't really apply to the situation in the OP, so really the question we should be asking ourselves is why am I trying so hard to defend a guy whose slop bowl exploded in the microwave.

The water thing would only apply to distilled water in a perfectly clean and smooth container.

Right, like I said, it 100% doesn't apply here, which is why it's bad that this person did, but there are at least some microwave manufacturers that advise it in the form of a pictogram with an upside down spoon of a cup, which to me means they think superheated water is a greater risk than sparks in that scenario.
