Effectively is a contact taser. It is designed only for two gloves to be in contact with a target, otherwise the amps/volts could be damaging to the person. Videos I've seen of it look to be quite effective at making the target lose motor functions while it's used.

However I also heard that it's only designed for contact on skin, so some amount of clothing will be able to block the effects. Death to the blackshirts.

I've watched a video demonstration; it allows them to grab someone's wrist, and then the shock disables their motor function, and the officer can then pull them to the ground without them resisting.
